Global biodegradable plastic production and demand have grown rapidly in recent years, and the capacity reached 1-1.5 million t/a in 2012-2013. Among dozens of biodegradable plastic varieties developed so far, only plastarch material (PSM), polylactic acid (PLA), poly(butylene succinate) (PBS) have realized mass industrial production. In 2013, PSM, PLA and PBS accounted for 87% of the world’s total capacity.

In 2013, demand from Europe and North America, the two main biodegradable plastic markets around the world, for biodegradable plastics accounted for 54% and 28%, respectively. Germany-based BASF, U.S.-based NatureWorks (Thailand’s PTT Chemical paid US$150 million for a 50% stake in NatureWorks in December 2011), Italy’s Novamont as well as the Netherlands-based Purac are the world’s major suppliers of biodegradable plastics, with capacity of 140 kt/a, 140 kt/a, 80 kt/a, 80 kt/a, respectively.

China as one of the world’s important suppliers of biodegradable plastics accounts for about 20% of global production capacity. In 2009-2013, its biodegradable plastic capacity grew at a compound annual growth rate of over 21%. And, under the stimulus of favorable national policies as well as expanding range of applications, many domestic enterprises have embarked on new construction or expansion of biodegradable plastics.

As a leader in domestic plastics industry, Kingfa Sci & Tech Co., Ltd. mainly produces modified plastics, specialty engineering plastics, completely biodegradable plastics, carbon fiber and composite materials, of which, the 30 kt/a PBS and polybutylene succinate adipate (PBSA) has been put into operation in Zhuhai in 2011, the Phase II 90 kt/a PBSA expansion project will be launched. Meanwhile, Kingfa is also increasing intensity of downstream demand expansion. The company has signed biodegradable plastic mulch demonstrative application agreements with Xinjiang Production and Construction Corps, Guizhou, Shandong and other provinces and cities in early 2014.

Wuhan Huali Environment Technology Co., Ltd is a national biodegradable material industrial demonstration base, mainly engaged in PSM, ranking first in China’s biodegradable plastics industry with 40 kt/a PSM in 2013. Besides, the company’s 60 kt/a PSM are under construction, expected to be put into operation by mid-2014.

Anti-dumping investigations launched by many countries on made-in-China leather shoes are very frequent for a long time, which forces Chinese industrial players to bear higher import tariff and anti-dumping duty. In Nov.2012, Zhejiang Aokang Shoes won a lawsuit in an anti-dumping case, which cheered up Chinese leather shoes makers’ export confidence to some extent. According to the estimate, the export volume of made-in-China leather shoes will realize slight growth in upcoming two years.

Industrial Cluster

The production of leather shoes in China still concentrates in Fujian, Zhejiang and Guangdong provinces, the combined output of which accounted for 69.62% of China’s total in 2013. As a result of the growing wages and decreasing labor resources, leather shoes enterprises in the three provinces are encountered with higher operation pressure. In the meanwhile, some leather shoes producers are transferring their production bases to West and Central China where feature abundant labor resources and lower pay. It is projected that the leather shoes output of these three provinces will occupy a decreased proportion of the total in China, and that the output in Hunan, Chongqing and Sichuan will see a rise.

The much-anticipated Chinese market for the fourth time delayed the implementation of Emission Standard IV which was initially announced by the government in May 2005 to be effective on January 1, 2011. The implementation was rescheduled in January 2012 to take effect on July 1, 2013, which was failed too, and now is expected to be postponed to July 2014 at the earliest.

Many foreign agencies believe that the SCR technology corresponding to China’s Emission Standard IV may not be promoted in China. For Chinese manufacturers, SCR is unacceptable because of the growing one-time procurement amount and, most importantly, the significant increase in operating costs. In order to make diesel vehicles comply with Emission Standard IV, it’s necessary to add the automotive urea solution equivalent to 4%-6% of diesel consumption, and the cost of urea solution is nearly RMB 5 / liter, which means about RMB 20 of urea per 100 km, greatly increasing the follow-up operating costs of vehicles.

Currently, Sinopec’s automotive urea solution filling stations in China are operating at a loss. In the short term, barreled urea solution will still occupy the mainstream market, but it has high requirements on storage and transportation, therefore, it’s difficult for domestic Emission Standard IV-compliant vehicle users to refuel urea solution conveniently. Truck drivers’ use of urea solution is uncontrollable, they can only use urea solution in annual vehicle inspection or examination, which means the insignificance of SCR even it’s available. The government is well aware of this, so China is energetically promoting EGR, especially for diesel vehicles under 2L. There is no position for SCR on the market.

In addition, the quality of China’s oil products is poor, Sinopec, China’s largest oil refinery, has just completed the upgrading of Standard III diesel, and has no schedule for Standard IV. Most EGR-enabled engines cannot use Standard III diesel which may do harm to the engines. Currently, China needs to import Standard IV diesel from other countries and regions.

Flue gas denitration policies are oriented for coal-fired power plants. By the end of 2012, China's power installed capacity had hit 1.14 billion kilowatts, 820 million kilowatts or 72% of which belonged to thermal power installed capacity. Thermal power generation consumes 1.6 billion tons of coal annually, which creates 9.95 million tons of nitrogen oxide, accounting for 43% of the total emissions of nitrogen oxide. In the mainstream denitration technology -- SCR Denitration, the crucial catalyst costs 40% of the entire cost of denitration renovation.
